In the past five years, the State Council has submitted 53 bills to the Standing Committee of the National People's Congress to deliberate on 53 bills and formulate and amend 150 administrative regulations. A number of important laws and regulations such as the Private Economy Promotion Law, the Food Security Law, the Energy Law, and the Interim Regulations on the Flight Management of Unmanned Aerial Vehicles have been promulgated and implemented. At the same time, we insisted on the simultaneous implementation of reform, abolition and release, and carried out the largest centralized cleanup of all more than 600 existing administrative regulations.
He Rong pointed out that the public legal service system is more sound and perfect. Further promote the reform and development of lawyers, notaries, legal aid, judicial appraisal, mediation, arbitration and other fields, and basically complete and continue to improve a public legal service system covering urban and rural areas, which is convenient and efficient, and equal and inclusive.
He Rong said that the role of high-level service opening up to the outside world is more prominent. Accelerate the improvement of the system of foreign-related laws and regulations, align with international high-standard economic and trade rules, and work with relevant departments to promote the research, drafting, review and revision of laws and regulations such as the Foreign Trade Law, Arbitration Law, and Maritime Law. China has signed 91 judicial assistance treaties and 19 treaties on the transfer of sentenced persons, and handled more than 16,000 judicial assistance cases in the past five years.
